- the provision of enhanced public services, including transport, health, education, youth services, libraries and other leisure and cultural facilities.

- the management of the environment, including appropriateness and quality of newly developed and or new developments and adapted buildings, parks, open spaces and street cleaning.
- the management of public safety and nuisance.
- the provision of private sector retail, leisure, commercial and industrial premises and facilities.
The Association shall engage in the above matters only where an issue is determined to have a clear general impact on the whole community or a significant proportion thereof. The Association shall not normally become involved in planning applications or other disputed issues of an individual nature unless it is determined that such an issue shall provide a precedent that may have a wider impact on the community. The committee reserves the right to determine priorities and put in limits depending on workload.
At the discretion of the Committee the Association may make financial donations to local organisations.
Membership
The Association shall be non-party political and will not engage in any form of discrimination on the grounds of gender, race, ethnicity, religion, or sexual orientation. All members must behave in a polite and respectful manner to all members. The Executive Committee reserves the right to withdraw membership should they feel a member has fallen below these standards or is acting against the best interests of the association and its members. The Executive Committees decision is final.
The community offers two types of membership:
- Full Membership:
Open to individuals aged 18 and above residing in Edgware, Edgwarebury, and Burnt Oak wards in Barnet, as well as Edgware and Canons wards in Harrow.
Full Membership requires payment of a Membership Fee and approval by the Executive Committee and grants voting rights to members in good standing. The community allows for voting by proxy, enabling members to delegate their voting rights to others. However, each member is limited to voting for up to three proxy representatives.
The Executive Committee reserves the authority to limit excessive memberships from a single household.
- Associate Membership:
Available to residents of the London Boroughs of Barnet, Harrow or Brent or Hertsmere Borough aged 18 and above, Associate Membership does not entail a membership fee and does not grant voting privileges.
Additionally, Corporate Associate Membership is extended to organisations with a presence in the London Boroughs of Barnet, Harrow or Brent or Hertsmere Borough. Similar to individual associate membership, Corporate Associate Membership does not involve subscription fees and does not confer voting rights.
Community participation is available on the provision of the appropriate registration and contact information and allows an individual to be informed and updated on events and issues but does not confer membership to the association.
The initial Membership Fee shall be £5 and be for 13 months to 30 June 2025.
The Membership Fee for the year to 30 June 2026, will be set by the Executive Committee.
Subsequent Membership Fees shall be fixed annually at the Annual General Meeting and will be effective as of 1 July.
Concessionary Membership Fees for members in severe financial difficulty, may be agreed at the discretion of the Treasurer.
Members whose subscriptions are 3 months in arrears shall be deemed to have resigned.
Management of the Association
The management of the Association shall be undertaken by the Executive Committee. The Executive Committee shall consist of Chair, Secretary and Treasurer and up to nine other members, all to be elected by the membership at the Annual General Meeting. Members of the Executive Committee may be given designated job titles at the discretion of the Executive Committee.
Up to two Ward Representatives will represent each of the five wards that make up Edgware. These being Edgware, Edgwarebury and Burnt Oak for Barnet and Canons and Edgware for Harrow.
The Executive Committee may authorise the creation or dissolution of Sub-Committees covering particular topics.
The Executive Committee will be responsible for appointing Ward Representatives and Sub-Committee members and shall have the power to remove them.
The primary role of Ward Representatives and Sub-Committees is to inform and advise the Executive Committee. Sub-Committees and Ward Representatives shall not have the authority to make decisions on behalf of the Association unless authority is formally delegated by the Executive Committee.
The Executive Committee shall have power to appoint individuals to fill any vacancies which arise during the year.
The Executive Committee shall have the power to remove any member who fails to attend 4 consecutive Executive Committee meetings after affording such member an opportunity of giving his/her reasons.
A quorum for a meeting of the Executive Committee shall be not less than 5 members.
The Executive Committee shall meet at such intervals as the officers and members deem appropriate, but a meeting may be called on the written requisition of not less than 100 members or 20% of the full membership.
The Executive Committee may appoint such sub-committees which may from time to time be expedient, the membership to be determined by the Executive Committee and may include individuals who do not qualify as members of the Association.
The Executive Committee may seek representation on or affiliation to other associations, bodies or organisations where it is considered that this would further the objectives of the Association.
The first financial period shall end on 30 June 2025 – and the first Annual General Meeting shall take place within 12 months thereafter. Subsequent Annual General Meetings shall be held within 9 months of the previous financial year end. At least 21 days notice must be given to the membership prior to an Annual General Meeting.
A Special General Meeting may be called upon receipt by the Secretary of a requisition signed by five members of the Executive Committee or by not less than 100 members or 20% of the Full Membership of the Association. The Meeting will be called within 28 days of receipt of the requisition, giving not less than 14 days notice. The notice of the meeting shall state the business of the meeting and only such business shall be discussed.
A quorum for a General Meeting shall be not less than 20 Full Members If a quorum is not present 15 minutes after the time the meeting has been called the meeting shall stand adjourned.
No alteration or addition shall be made to this Constitution except by approval of the membership in a General Meeting except in the first 18 months before the AGM by executive committee. Notice of any proposed changes shall be included in the notice of the meeting. At least 28 days notice shall be given to the Secretary of the proposed change or addition.
In the event of a tie, the Chair of any meeting shall have an additional casting vote.
In the event of the suspension of the Association’s activities, the assets of the Association shall be disposed of in accordance with a decision of a Special General Meeting called for the purpose of winding-up the Association.
While most decisions are made by majority rule, amendments to this Constitution or the dissolution of the Association requires a minimum vote of 70% of those Full Members present in agreement.
